The Director of Social Services provides leadership and quality assurance for PHG's 30-person Social Services Department, and represents PHG in a variety of settings that benefit Plymouth tenants and homeless applicants. As a member of PHG's Leadership Team, the Social Services Director helps shape agency policy and initiatives that further PHG's mission. This position represents Plymouth Housing Group externally for policy, program, and partner development, public funder cultivation, and advocacy - providing a leadership role in key stakeholder groups. The successful candidate will have direct experience advocating on behalf of individuals who are homeless or disabled, and a familiarity with Seattle/King County network of housing and human service providers.

Plymouth Housing Group is non-profit organization with 160+ employees and an annual operating budget of over $21 million. Our mission is to eliminate homelessness and stabilize homeless and very-low-income people in housing by preserving, developing, and operating safe, decent, affordable housing, and by providing opportunities for homeless and very-low-income people to improve their lives. Plymouth owns and operates 13 apartment buildings in the downtown Seattle corridor, providing permanent homes to over 1,000 people.

Program Leadership, Oversight and Quality Assurance
•Provides leadership and quality assurance for the operations of the Social Services Department, working closely and collaboratively with Social Services Lead Team. Key program activities include:
◦providing high quality housing case management services to maximize housing stability for tenants;
◦developing staff expertise to achieve fidelity to evidence based practices that guide our work, including Housing First, Harm Reduction, Trauma Informed Care, Cultural Humility, Motivational Interviewing, and Relationship-Based Care;
◦brokering of services from other providers in the community;
◦ensuring high quality of services and coordination with partner providers onsite;
◦program development and enhancement to ensure the availability of opportunities for tenants to improve stability and well-being;
◦monitoring of all aspects of documentation, data entry, and report preparation by Social Services staff in relation to service programs.
•Develops Social Services policies and procedures.

•Responsible for Social Services department staffing, including the creation and updates of job descriptions, and oversight of recruitment, training, evaluation, recognition, and discipline.
•Provides clinical supervision to Social Services staff and oversees training/support on clinical issues for both Social Services and building staff.
•In collaboration with Leadership Team members, designs staffing patterns for PHG buildings.
•Supervises and supports Social Services Program Managers and other assigned staff. Ensures continuity of function and service when they are absent. Meets consistently with direct reports and supports their professional development and ongoing work. Provides regular informal feedback and timely performance evaluations.
•Ensures compliance by Social Services Managers with PHG Human Resources policies and procedures, and employment law.

Grant and Budget Development and Management
•Stays current on public funding opportunities, requirements and timelines.
•In collaboration with the Director of Strategic Initiatives and the Finance Department, participates fully in the preparation of funding proposals and applications that relate to social services; may take the lead on some applications depending on the scope and focus.
•In collaboration with the Director of Strategic Initiatives, oversees the management and analysis of data on the people we serve and services we provide, as data grows in importance for accessing, maintaining, and advocating for public funding.
•Leads negotiation of contract terms for Social Services funding grants and tracks approval process through final execution of contracts.
•Ensures compliance with documentation requirements of funders.
•Collaborates with Finance Department to regularly invoice grant funds and prepare reports as needed.
•Oversees preparation of reports, and approves reports required by funders.
•Develops Social Services Department budget, and oversees implementation of final approved budget.

Agency Leadership and Collaboration
•Participates as member of PHG Leadership Team in establishing policies and initiatives with broad agency significance.
•Serves as an internal expert and resource on the evidence based practices that guide our work, and remains current on new initiatives and innovations in the field, in order to recommend new ideas, and inform strategic conversations and decisions.
•Works pro-actively to integrate Social Services activities with all other PHG Departments.
•Collaborates with Director of Property Management and Property Management Lead Team to ensure highly functional integration of social services with building management.
•Collaborates with Director of Compliance to ensure low barrier admission of applicants for housing within constraints of funder eligibility and documentation requirements.
•Promotes and participates in cultural proficiency and racial equity opportunities within the Social Services team and organization wide.

•In collaboration with Director of Strategic Initiatives, identifies and pursues partnerships with community providers, especially those who may bring additional resources for tenants.
•Maintains ongoing communication with established partners to ensure high quality service delivery to tenants.
•Negotiates set-aside agreements with partner agencies and oversees their implementation.

External Advocacy
•Collaborates with Director of Strategic Initiatives, Deputy Director, and Executive Director in development of PHG's public advocacy work and stakeholder cultivation.
•Represents PHG in specific assignments for external advocacy and program development work, including representation of PHG on committees or work groups.
•Facilitates and supports opportunities for Social Services staff to develop links with external committees and coalitions that serve to end homelessness, and other providers who offer support services to individuals who are homeless or formerly homeless.

Education: Bachelor's degree required; Master's degree in relevant discipline preferred.

Experience: Minimum of five years relevant and progressively responsible experience in human services program administration, including supervisory experience.

Other Qualifications:
•Exceptional communication and interpersonal skills.
•Familiarity with Seattle/King County network of housing and human services providers.
•Direct experience serving individuals and families coping with homelessness and disabilities.
•Experience advocating on behalf of individuals who are experiencing homelessness and living with significant medical, mental health, and substance use disabilities and challenges.
•Familiarity with major policy issues and initiatives related to ending homelessness in Seattle and King County.
•Excellent organizational skills with ability to prioritize effectively and meet deadlines in a professional manner.
•Demonstrated ability to develop and sustain successful relationships with community agencies and resources.
•Familiarity with a variety of entitlement programs and qualifications.
•Familiarity with quality assurance practices, performance measurement, and reporting to public and private funders.
•Group training and facilitation experience.
•Proficient and experienced with Microsoft Office applications; particularly Word, Excel, and Outlook. Must be able to work efficiently and effectively with customized databases and technology, and conduct Internet research.
